New Orleans Police Chief Warren Riley last week commented on the excessive-force killing of a black man by police in New York City. The unarmed man, who was set to be married 23 hours later, was shot 50 times by police. "Fifty shots, huh?" Riley said. "I think we could have done it in 40 - and with fewer officers. It's called experience.
